Effective district planning requires policy that reflects local history, Treaty settlement context, and the aspirations of mana whenua. Meaningful engagement throughout the policy development process helps ensure these perspectives are appropriately recognised within the statutory planning framework.
Wikaira Consulting led the development of key components of the Hutt City District Plan Review relating to the Tangata Whenua, Sites and Areas of Significance to Māori, and Māori Purpose Zone chapters. This involved leading engagement with mana whenua and mātāwaka, undertaking policy analysis and historical research, and preparing draft district plan provisions and Section 32 evaluation material.
Our contribution
Led engagement and wānanga with mana whenua, mātāwaka marae, elected members, and Council staff
Undertook policy analysis, including review of Treaty settlement legislation, iwi management plans, and other relevant planning documents
Researched and developed the narratives for Sites and Areas of Significance to Māori
Prepared draft district plan chapters, including objectives, policies, rules, and supporting Section 32 evaluation material
Facilitated the translation of iwi aspirations into statutory planning provisions consistent with the Resource Management Act and National Planning Standards
Outcome
The project established a robust policy framework that reflected mana whenua aspirations and local cultural history while supporting the development of a comprehensive district plan that gives effect to statutory planning requirements.
